Is There a Commercial Mining Rule Book?

Is there a reason to believe that the ISA could actually finish up its rules and have them in place within two years or do you think it's probably going to be some ad hoc thing? Yeah. I don't see, I just don't see that happening given the pace that the work is going and how much work yet needs to be done on this rule book. At the same time, I don't know that Nauru and The Metals Company come, the end of this two year deadline, are actually going to apply to mine.
