The Politics of Privatization
Congress would have passed a law making it illegal, but they didn't. They left it to the realm of the executive order. And so they started using cutouts, third ways, work arounds for what Congress told them they couldn't do. We saw that repeated after 9-11 with contractors like Blackwater. How much of this can we privatize? Correct. But my understanding is that... they... privatization is too dangerous because they don't have the Title 50 authority.
