Genom editing has been used to change the traits in children who brought to term. A Chinese scientist was sentenced to three years for research misconduct. There are limitations on what we have put in place at the moment to prevent these issues from arising. In most countries, we don't really have laws about it yet because people see it is so far off and distopian that hoes not that much regulation at the moment.
