I think there's a nexus of problems. I know that both Salome and Jathan have done a lot of work on the political economy of platforms and data. Backing up from there my background was the building and managing large scale infrastructures for network measurement. Low level PTP info dumps and measuring how long it takes a packet to reach another destination were hot policy topic in early 2000s.
