The mere presence of enforcement combined with the democratic or fair decision process, is typically enough to keep people who didn't want to cooperate to cooperate. Contrast that with the condition where we imposed the rules, and we gave them enforcement. In that situation, enforcement had the exact opposite effect. They actually began to cooperate worse tand even the people who got a rule, we tracked how much they liked the rule before they started.
