i think these kinds of changes are always best done prospectively, so that you don't know who's going to benefit for making the change. And if it turns out that you no longer find it very attractive in that point, then, ow, presumably something has gone wrong. I have become more sceptical, though, of term limets, even as an approach li tat. It seems to me that there are really, really deep problems, a, a with the back ind part of this. i just don't think termlimits e will work very well. and i think it really does require a lot more very hard thought about what the disappointments process looks like.
