The History of Dogs
In 1881, there's a veterinary surgeons act that actually makes it illegal for anyone not trained and qualified as a vet to claim to have any kind of veterinary expertise. And again, we see this recognition of veterinary practitioners that there is a market for small animals. By the end of the 19th century, there are vets operating small animal practices. Some medical practitioners for humans will also treat a dog as well. It partly depends on what your resources are and who you have access to.
