The President's Decision to Task a Eloped
The law states that the president needs to task one of the members of Knesset, who has agreed to serve as prime minister with forming a coalition. It doesn't matter how many recommenders he has, and it doesn't need to be even the head of a party. By tradition, it's usually the head of the largest party who goes first; both happen to be Benjamin Netanyahu in this case.
