The Russians have been operating under the basis of that since 2008 that the real US slash NATO goal is indeed to take a Ukraine into NATO. Instead of sitting down and saying, you know, we understand your concerns. Why don't we sit down and talk about it? All we heard from the Biden administration was: No, no, no,no, we are not going to rule out Ukrainian membership for NATO.
