This is what big countries do. They spy on each other. We spy on China. We use computer hacking. We use human agents. This kind of thing happens all the time every day. You just don't see it. It's not routine that a balloon necessarily drifts over South Carolina and gets discovered, but it is routine for China to use intelligence and espionage to gather information on the United States.
