By 1690 there was almost no new money in circulation and the old money was getting increasingly debased. Every new coin was at best hoarded and very commonly melted down shipped across the channel, gold and amstadam are in Paris on those rare occasions when they weren't fighting wars with England and France. The half the actual money in circulation in England had been stolen over the previous end years and more than one out of ten coins was fake. It reached the point that by Newton's own measurement sort of suddenly after that, you know, during what came next.
