Magic is the art of causing change to occur in conformity with will so there's no candles or magic circles or symbols. Every intentional act is a magical act and I think he has good reason to say that we might get into that later. In order to make change in the world you need to know exactly what you're doing but if you can figure those things out then anything is possible literally anything because he says later that any force in the universe can be transformed to any other force. There's actually no limit to what can be done in this universe so long as you know what it is you want to do and how to get how to do it easier said than done obviously.
