The Secret Correspondence Between the Muslims of Mecca and Ibn Abbas

There's a secret correspondence going on between the Muslims of Mecca. They were told by Allah, they have no excuse to emigrate. And this verse of Surah the Nissa was sent to them. This shows us that any time a new Quran is revealed, it would get transferred from one place to another. So even the Muslims of Makkah are hearing every new revelation when the Qur'an is revealed.
