The Relationship Between the Parthian Empire and the Roman Empire
Both are aggressive expansionist empires. The Romans want the Parthians to keep out of things. But if they're going to recognize or be recognized, the Romans want them to do it in a suitably submissive way - which obviously the Parthian don't consider appropriate. So there's rather a bullish attitude at the beginning, where each assumes that the other one's going to be as easy to defeat,. As all the other people they've encountered so far. For several decades, essentially the parthians ask for they want recognition. They'd be very successful. And at the same time, over in the west, the Romans are expanding outwards as well.
