Nuclear Deterrente in International Relations
If it looks like war and moves like war, it probably is a war. The whole ciple of nuclear deterrencis to avoid even starting off,. because who knows where it's going to escalate to. And then you have this question of mutually assured destruction - or mad. How over the cold water there do seem to be somer unwritten rules and practice of nuclear deterrence.
