The House Rules Package Says Goodbye to the Holman Rule
The new rules package says goodbye to the get part rule. That means that they say hello to the Holman rule, which originated in the 19th century and allows Congress to amend spending bills with the intent of salary reduction or employee termination. I am afraid when I look at the way they've changed the rules that we're going to see this again specifically at the IRS because I've already seen them do it. And so I think they will target career civil servants and people who don't want to serve in the federal government.
