Is This a Contempt Case for the Justice Department?
I don't see this as a likely contempt case for the Justice Department to prosecute. I do think it offers a little bit of an opportunity for them to think about the parameters of the, what we might call the Truman Doctrine or the Truman Letter. The question then becomes how far outside the boundaries of presidential, legitimate presidential conduct do you have to be? And so that's really the doctrine here.
