Is the Pope's Granting of the Licenses a Phenomenal Measure?

We've got records of these trading licenses which were issued. They mostly come about in the fourteenth century, so that's when they sort have really come out in huge numbers. The first one is 11 90 eght. And then there's a a few in the thirteenth century, n in the most in the fourteen century. So, so, late twelth century. Ye, i meanit it it's a really difficult question. Was people scratching their heads, saying, how howan, how can you have these seemingly mutually difficult positions? I don't know if anyone has ever been able to answer that for me.
