The international community is trying to avoid both refugee floes and a humanitarian crisis like we are witnessing in ethiopias. No one has yet put itself on the side of the teleban government, but they don't want sanctions as an economic leverage. If this remains the entire structure of the economic situation in afghanistan, then will be in a constant crisis. The rest of the economy is suffering terrible mell down. There's a huge liquidity crisis. You cannot run an economy on the hands out of peniselin and peanut butter. And so that there are these questions, both in the united states and in the international community, about what sanctions can be used for maximum effect.
