Kemper had a juvenile record sealed, which means it can't be held against him. The gun was in the trunk of his car and he tried to put the key into the lock. Officers separated from each side of the car as they searched for more weapons. They found two handguns that were unsecured but not loaded. A judge will have to decide whether or not kemper is allowed to own such a weapon.
