Is Russia Responsible for Crude Oil Prices?

I've always noticed this like crude oil prices go way way up or way way down when they go up gasoline prices go with them. But what annoyed me about these articles was that they all say that Russia, Ukraine, like that's the problem. And I just I couldn't see that really. So I tried to figure it out but say it's like 90 or 100 million barrels a day that the world uses.
