Californians haven't responded to appeals to reduce their water use. Water districts across the state are putting mandatory restrictions in place. A proposal by governor gaven newsom to impose a new form of court order treatment people with severe mental illnesses got approval in its first state senate hearing yesterday. The care courts idea is also receiving opposition from civil rights and homeless advocacy groups.
