Sally Kohn: The use of psychiatric medication, not to sort of treat psychiatric symptoms, but for their sedative complimentary effects is a very longstanding practice. She says it was pushed by state regulators who were having a hard time paying for the proper staff ratios in silums and hospital systems. Kohn: It's really kind of used as a way to punish people, this kind of transferring or sometimes people will be discharged and then have to be readmitted. But beyond that, none of that justifies what happened, right?
