Is It Possible to Heat a 20,000 License Plate Into the LPR?

It would take a lot to dig through the trash. Only one instance where I thought someone was using a device, and I offered to write up my resignation if I could run down and steal this patron's hat. But I was not allowed to do that. If you have a person of interest and you see him throw something into the trash, will surveillance ever go through the trash to attempt to identify who that person was and what they were throwing away? You know, there would have to be more to the story that would immediately heat that person up than simply walking with a large amount of checks. Depending on where you're at, maybe a little mental note of it, departed with 20K
