The western wall heritage foundation is run according to strictly orthodox interpretations of halaha, or jewish law. Since they cannot simply check out a toura like groups of men can, the women have taken to trying to smuggle toura scrolls on to the site. The only thing that's illegal is transporting an unauthorized tora on to the grounds of the western wall plaza. And so it was last week, on the first day of marasvan, or hashvan, that rav gilard kariv brought a tora scroll to the women of the Women of the Wall.
