The Paradox of Sri Lanka's Civil War

In 2009, the Tamil Tigers were emphatically defeated by the Sri Lankan army. After a 26 year insurgency that according to the UN claimed over 80,000 lives, for some Tamils, it remains a victor's peace. Nick Redmayne recently visited the region formally at war and found a rather paradoxical kind of peace. In the north, a capital injection could be forthcoming from a global Tamil diaspora of over 1 million spread across Europe, the US and Canada.
