The national security law was kept really, really quiet until about the day before it was about to go up for vote in the Beijing rubber stamp parliament. Even just printing glory to Hong Kong on a t-shirt or a sign could be seen as a violation of national security law. And so it was just so ambiguous that it could be used to sweep up anyone that Beijing didn't like at the moment That was really concerning.
