Post enlightenment culture was this rejection of covenantal relationship with god. And i think this is central to the statism question really. We want political rulers who are in covenant with god, of course we want that. You're always going to have the government trying to do that. Ad the only question is, which god is going to be defining the good? Which god will be defining the wrongdoer?, he asks.
