The Silence of the Government in Censorship

The director of Summer Palace, when he was interviewed about how some parts of his work was deleted, said that nobody in the government has said that tenement movement cannot be filmed. That got me thinking about the silence of the government as well. And it really relates to the fuzzy borders of the censorship regime. It very much operates by unwritten rules. By what people take for granted, what are supposed to be off limits.
