The Relationship Between Human Rights and International Humanitarian Law
A number of the parties at the ICRC itself are quite explicitly and self-consciously trying to embed human rights in the convention. So how should we think about that? Well I think I think it's even more complicated than you suggest, says Peter Bergen. The leading factors of conventions for decades have been a remarkably close connection between human rights and humanitarian law but this relationship was heavily contested by a whole range of actors according to Bergen.
