The Importance of Local Government in the Iranian Economy
The more radical wing of the reformers did see this as an opportunity to pursue what they called political development. The idea was that through local government, you'll actually be empowering voices from below. And this might then give impetus to this democratic sort of democratization. Many of them became very strong advocates of kind of some kind of detente with the United States.
