The Biden administration is using the Heroes Act and kind of saying that the national emergency that they're responding to here is COVID-19. But isn't this kind of just delivering on a campaign promise that wasn't necessarily connected to the pandemic? Well, so also yes and no. Like, is this law being used exactly as Congress intended in Forza on 2003? Probably not. Is this program entirely a response to the COVID pandemic and nothing else? probably not.
