Russia never formally submitted a request to join nato, or to start the process by applying for nato's map. But i was physically present at a meeting with vladimir putin in moscow around the turn of the century. We had russian troops with us in the balkans and in cosavo. I even went to inspect r Russian forces who were participating in the nato peace keeping missions. And so that was a hopeful time.
