The Politics of the Brazilian Congress in 2002
In 2002 it's basically impossible to get a majority of congress. Lula selected somebody he ran an election against or out of alchemy as his vice presidential candidate who left the traditional party at the center right. The military which are very cemented balsanar and power will not go away they're in politics. It's hard to imagine a very ambitious program being launched under these conditions.
