California is the first state in the nation to examine how to compensate black residence for centuries of racial injustice. Nearly half of californians have postponed addressing a health issue in the past 12 months because of cost. A quarter of respondents also say they or some one in their family had trouble paying at least one medical bill. The data comes as two proposals are currently under consideration by policy makers.
