The New York Times' Elena Bergeron says the North Korean government lies to justify its existence as a separate state. She says it's all about internal political legitimacy, even though South Korea is now richer and more prosperous. The regime has shown itself pretty credibly to be willing to sacrifice their own civilians, she says.
