Can a Congress Take Up a Vote to Limit Executive Orders?

If republicans take back the senate they can challenge everything in the courts. The two most powerful weapons that they will have in the majority is the power of subpoena and the power of the purse. If joe biden then wants to shut down the government that would all be on him. There's a lot that they can do but it will really take to get the country really back on track this is a two-part process.
