There is a tension, i think, between the common and individual interest that emerges around this issue of alienation of rightsye. And certainly because in or through grain reforms, formal rights are often not given ind ther, often best stage. That tension has played out almost everywhere, in many ter forms. Ye em ol me im reminded of, there's also this discourse about rights offering flexibility. There are systems where you can lease out water rights. And that can help folks to kind of, if they have extra then they can lease it out, and then they can leased it from someone else to get extra water rights if they need it. Um.
