Iroc had, for centuries, been very much a zone of political and geo political contention between persian backed powers toe to the east and the ottoman back powers to the west. There was a bitter dispute between iraniirok over who controlled the shat al arab river. In 19 37, iran and iro signed a treaty to solve this problem. It's called the sadabad pact. So in order to convince irok to play along with the shah's regional sort of giopolitical aims, iran granted the shatel arab river to iro. This sort of kept the tensions low for the next 30 years until april 19 69,
