The Roman Empire is a bit more dispersed in terms of its authority than others, but it's even more obvious when you look at the Parthians and the Persians because the title of the ruler of each empire is King of Kings. The Romans don't have the administrative tools to govern the entire empire and to run people's day-to-day affairs. There are other kingdoms that are around the borders and Armenia is the biggest one for much of the period till it gets carved up. But there are others like Iberia and Albania and these others and many more that are like, again we're more familiar with say the kingdom of Judea under the Herod's from Roman experience.
