Micheal Goodwin: Biden's speech was hair-raising, left his own future in doubt. He says the move by governors to bus illegals into rich areas has worked; at least people are addressing it. But he says they didn't achieve their real objective of exposing Democrats' hypocrisy on this issue. Goodwin: They don't want these migrants in their cities, but it's okay for the border towns and border states to absorb them all.
