The super-horks were various people, but included the generals and CIA. Dean Acheson was a veteran Democrat acknowledged as an expert on foreign policy. He had been President Harry Truman's Secretary of State at the end of the 1940s,. early 50s. On that first day, there's one advisor who played a key role, and that is Robert McNamara - regarded by many as a villain on the Vietnam War. But it's commendable that he has the backbone to stand up to his generals and not be pushed into taking military action, which he thinks is wrong.
