The head of the Capitol Police was getting calls from congressional leaders in the days before January 6, are we prepared? He didn't recall people who were out on leave for vacation or for other reasons. The force that day was under equipped. People didn't have the body armor and helmets that they should have had if they were truly expecting a high potential for violence. So Sund at the end of the day does bear some responsibility for the inadequate law enforcement preparation that day.
