Wales acts 15 32 and 15 forty two were passed in the late thirteenth century. The act of union created a framework to stop problems with crime, but legally they're not stopped. Wales is all carved up into little administrative units where people who commit serious crimes can't do anything about it. And there are all kinds of other chronic, endemic problems with crime in wales. We think the act of union as a kind of anti-racism system was blotted out at a stroke by henry the seventh.
