Civil Air Patrol
The civil air patrol was founded and established in response to the threat of foreign invasion after the Perl harbor attacks. It's a congressionally funded organization that is linked to the air force budget. So given the civil air patrols model, i think there is a way to think through a civil siber defense programme that could be similar in nature, inested under a military structure,. which gives congressional oversight and allows for this stark determination of left and right limits.
