What's the Point of Deterrence?
Deterrence is a good paradime for nuclear weapons. But whether we're talking about trying to deter insurgents and terrorists, that's just not happening. And so deterrence is pretty much dead when it comes to a siber war. On the other hand, i do think there's room for a kind of siber arms control,. Aa behavior based agreements like those that we have with the chemical and biological weapons conventions.
