In the early 19 nineties, there was unbounded optimism about the future inside the united states. So for somebody like me to come along and say what the united states should do is try and prevent china from growing was an argument that just wasn't going to sell. And of course, this is what got us into democracy promotion in places like the middle east, and ultimately got us into a whole heck of a lot of trouble. But that came much later.
