Do States Have Drug Paraphernala Laws?
States can do a lot to alleviate the harms that the opioid epidemic is causing. Weak states could enact, or mainly repeal their drug paraphernaa laws which have blocked the product development and proliferation of harm reduction programs. In many states it is illegal to have a syringe exchange programme where ye cal give out needles so that people are not spreading h i v and hepotitis at the same time. States cannot hand out testing equipment such as fentonal test strips used in emergency rooms.
