Is This Legislation Really Legislative?
The bill would allow workers to set up action committees in a work place. But none of it is binding and they cannot collectively bargain with these structures. Companies will use this to make the argument that we don't really need a union, says Paul Whitaker. 'This kind of muddies the water between what work place representation actually means,' he adds.
