The number one thing governments use, that you've seen around the world, is a fear mechanism. What makes us turn inwards and shut things down? Well, most often it's a crisis, a real or perceived crisis. Historically, pandemics has often led to these kinds of reactions against openness because the world seems dangerous. We look for the big government to protect us from this problem.
